DSS Glossary

Applicant - Person other than an employee who received an authorized conditional offer of employment for a position requiring access to classified information.

FIPS 201-1

Applicant - An individual applying for a PIV Card/credential. The Applicant may be a current or prospective Federal hire, a Federal employee, or a contractor.

Applicant - The subscriber is sometimes called an "applicant" after applying to a certification authority for a certificate, but before the certificate issuance procedure is completed. SOURCE: SP 800-32
