Cooperative Program Personnel - Foreign government personnel, assigned to a program office hosted by a Department of Defense Component in accordance with the terms of a Cooperative Program International Agreement who report to and take direction from a Department of Defense-appointed program manager (or program manager equivalent) for the purpose of carrying out the cooperative project or program. Foreign government representatives described in such agreements as liaison officers or observers are not considered Cooperative Program Personnel but are treated as Foreign Liaison Officers.
