Information Technology - Information Technology, as defined by the Clinger-Cohen Act of 1996, sections 5002, 5141, and 5142, means any equipment or interconnected system or subsystem of equipment used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. For purposes of this definition, equipment is "used" by an agency whether the agency uses the equipment directly or it is used by a contractor under a contract with the agency that (1) requires the use of such equipment or (2) requires the use, to a significant extent, of such equipment in the performance of a service or the furnishing of a product. Information technology includes computers, ancillary equipment, software, firmware and similar procedures, services (including support services), and related resources. It does not include any equipment acquired by a Federal contractor incidental to a Federal contract.
DoDD 8000.01
Information Technology (IT) - Any equipment or interconnected system or subsystem of equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission or reception of data or information by the DoD Component. For purposes of the preceding sentence, equipment is used by a DoD Component if the equipment is used by the DoD Component directly or is used by a contractor under a contract with the DoD Component that: E2.1.8.1. Requires the use of such equipment; or E2.1.8.2. Requires the use, to a significant extent, of such equipment in the performance of a service or the furnishing of a product. The term "information technology" includes computers, ancillary equipment, software, firmware and similar procedures, services (including support services), and related resources. Notwithstanding the above, the term "information technology" does not include any equipment that is acquired by a Federal contractor incidental to a Federal contract. E2.1.8.

Information Technology (IT) - Any equipment or interconnected system or subsystem of equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the Executive Agency. This includes equipment used by a Component directly or used by a contractor under a contract with the Component that: E2.1.3.1. Requires the use of such equipment; or E2.1.3.2. Requires the use, to a significant extent, of such equipment in the performance of a service or the furnishing of a product. The term also includes computers, ancillary equipment, software, firmware and similar procedures, services (including support services), and related resources. Notwithstanding the above, the term does not include any equipment that is acquired by a Federal contractor incidental to a Federal contract. DoDD 8220.01
Information Technology - The hardware and software operated by a Federal Agency or by a contractor of a Federal Agency or other organization that processes information on behalf of the Federal Government to accomplish a Federal function, regardless of the technology involved whether computers, telecommunications, or others. It includes automatic data processing equipment as that term is defined in 40 U.S.C. 759 ( reference (d)). 3.2.

FAR Subpart 2.1
Information Technology - "Information technology" means any equipment, or interconnected system(s) or subsystem(s) of equipment, that is used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the agency.
- (1) For purposes of this definition, equipment is used by an agency if the equipment is used by the agency directly or is used by a contractor under a contract with the agency that requires-
- (i) Its use; or
- (ii) To a significant extent, its use in the performance of a service or the furnishing of a product.
- (2) The term "information technology" includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources.
- (3) The term "information technology" does not include any equipment that-
- (i) Is acquired by a contractor incidental to a contract; or
- (ii) Contains imbedded information technology that is used as an integral part of the product, but the principal function of which is not the acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. For example, HVAC (heating, ventilation, and air conditioning) equipment, such as thermostats or temperature control devices, and medical equipment where information technology is integral to its operation, are not information technology.
